And if she wants the thing to be done ASAP ..... doesnt she have more power to convey this?!

few possiblilites: 1) Boss dont want to speak to david, 2) Boss lazy to repeat the same message to david, 3)Boss trust u will do a good job & give u the task, 4) Boss want you to take on more responsibilty, 5) Boss want you to direct david, preparing u for promotion/more responsibility later? 6) dot.dot.dot.
